JetBrains is seeking a highly experienced Compliance Manager specializing in Export Controls and Sanctions to join their team. This role involves co-leading the company’s global export controls and sanctions program, ensuring adherence to international regulations and managing risks associated with emerging AI-related controls. The successful candidate will be responsible for monitoring and interpreting EU and U.S. export laws, managing classification, licensing, and technology transfer processes, and advising on high-risk transactions such as strategic deals, mergers, and market entries.
The position requires a deep understanding of EU export regulations, including the EU Dual-Use Regulation, and U.S. export laws like the EAR, with particular attention to de minimis thresholds, the Foreign Direct Product Rule, and AI-specific controls. The candidate must be able to interpret technical software and AI features for export classification purposes and possess pragmatic, business-oriented judgment. Excellent communication skills in English are essential for effective collaboration across departments.
Key Responsibilities
- Assist in managing JetBrains’ global export controls and sanctions compliance program.
- Stay updated on EU and U.S. export regulation trends and enforcement actions.
- Handle classification, licensing, and technology transfer activities related to export controls.
- Provide guidance on high-risk transactions, including strategic deals, M&A, and new market entries.
- Develop and automate workflows, documentation, and compliance processes.
- Act as an escalation point for issues involving restricted countries, entities, or high-risk reviews.
- Collaborate with Legal, Sales, Product, Procurement, Finance, and Security teams on cross-border compliance matters.
- Lead investigations and reviews related to sanctions and export controls, ensuring compliance and resolution of concerns.
Candidate Profile
- Minimum of 8 years of hands-on experience in EU and U.S. trade compliance, ideally within a tech or global software setting.
- Strong knowledge of EU export control regulations and U.S. export laws, including AI-related controls.
- Ability to interpret technical software and AI features for export classification.
- Pragmatic, business-focused approach with excellent communication skills in English.
