Cause: An attempt to discover DHCP server listening on port specified failed.

You can fix this error in Oracle by following the below steps
Action: Make sure that DHCP servers exist on the network and are listening on port specified. If they are listening on a different port specify then specify that port using the -port option. For more information refer to help for ‘crsctl discover dhcp’ command.
